Capabilities-Based Requirement Identification Process (CBRIP)

The CBRIP is a standardized methodology for Department of Defense Components to identify and prioritize their Language, Regional Expertise, and Culture (LREC) capability requirements to inform force development based on assigned missions and tasks. The Joint Requirements Oversight Council-endorsed process is codified in Chairman of the Joint Chiefs of Staff Instruction 3126.01B, “Language, Regional Expertise, and Culture Capability Identification, Planning, and Sourcing."

Language Readiness Index (LRI)

The LRI is a strategic, near real-time web-based tool integrated into the DRRS suite of software applications. It tracks the inventory of all Active and Reserve Component Military and DoD Civilians with either tested or self-professed foreign language proficiency, as well as more than 11,000 National Language Service Corps volunteers highly proficient in more than 500 languages and dialects. DLNSEO compares this input to DMDC quarterly reports to ensure accuracy. The LRI also holds language, regional expertise, and culture Capabilities-Based Requirements Identification Process results. The Department uses the LRI to compare foreign language capability inventory against capability requirements and analyze potential gaps in the Total Force and inform decisions on acceptable risk levels
